Degree in civil engineering from Instituto Superior Técnico (Portugal). Post-graduate degree in Management from the Portuguese Catholic University.
He began his professional career with the COBA Group in 1988. Between 2003 and 2015 he was a director of COBA SA, responsible for the Transport Infrastructure and Environment and Landscaping activities, as well as the Latin American geographical area. From 2015 to 2019 he was a director of COBA Holdings.
In 2003 he was responsible for setting up CONSULSTRADA (a COBA Group company), where he was manager until 2015.
He has been CEO of GEOCOBA (COBA Brazil until 2022) since 2014, having assumed a relevant position in the company’s capital in 2020.
He has been a director of the Luso-Brazilian Chamber of Commerce and Industry in Portugal since 2014, and vice-president since 2017.
Between 2015 and 2017, he was vice-president of the Portuguese Chamber of Commerce and Industry in Rio de Janeiro.
He has been an advisory director of the Brazilian Association of Engineering Consultants since 2016 and vice-president since 2024.

Ricardo Oliveira has been a member of the Portuguese Diaspora Council since February 2024.
