José Esteves Gonçalves is a respected senior executive in the field of economic and business development, currently serving as CEO and Interim President of Invest WindsorEssex. Throughout his career, José has distinguished himself through strategic leadership and a focus on sustainable growth, positioning himself as an expert in economic expansion and job creation. With an impressive track record, José has been responsible for securing over $7.5 billion in new investments and creating more than 25,000 jobs between 2022 and 2024. These achievements have solidified Windsor-Essex as one of Canada’s premier investment destinations, making it a global reference in innovation and economic development.

José is widely recognized for his ability to manage large-scale initiatives and his strategic vision in retaining international business investments. He played a central role in establishing Canada’s first battery factory, a milestone that positioned Windsor-Essex as a leader in the battery and renewable energy industries. His expertise in fostering and managing governmental relations was crucial in securing incentives and aligning the priorities of public and private sectors, promoting sustainable regional growth.

His career journey includes serving as Vice President of Investment Attraction and Strategic Initiatives at Invest WindsorEssex, where he was instrumental in attracting foreign direct investment, consolidating the region as a global hub for innovation and development. As Senior Vice President of Market Development and Administration at Kauth North America, José oversaw operational efficiency and client profitability, directly reporting key performance indicators to the Board of Directors. During his tenure as Director of Business Attraction and Corporate Communications at the Windsor Essex Economic Development Corporation, he led international trade missions and spearheaded the creation of Canada’s largest virtual reality cave, driving significant technological investments into the region.

Early in his career, José founded and served as Vice President of Operations at Spartan Nutritional & Fitness Centers Inc., expanding the company across Canada and the United States and launching 25 new businesses internationally. Later, as CEO and owner of Quantifill Inc., he managed a pharmaceutical packaging unit with a 150-person team, successfully navigating the company through international expansions until its sale in 2016.

José’s contributions extend beyond economic development. He is an active community member, serving on the board of the Portuguese Community Club, as well as being a member of the WEtech Alliance and Invest WindsorEssex. Additionally, he participates in key regional initiatives, such as the Industrial Transformation Working Group and the Great Lakes and St. Lawrence Cities Initiative, reflecting his commitment to regional development and the creation of new opportunities.

José’s academic background further underscores his ability to lead in global contexts. He holds a degree in Political Science from the University of Windsor and a Master’s in European Studies from Katholieke Universiteit Leuven. He also completed a prestigious Executive Business Management Program at Harvard Business School, where he served on the Alumni Committee. His early education began at the Ciclo de Montalegre in Montalegre, Portugal, reinforcing his strong ties to his Portuguese roots.
